Using EPC recommendations well

An EPC recommendation list can help you spot opportunities, but it is not a work plan. The best next step depends on the building, its condition, the people who use it and the order in which changes should happen.

What the list is designed to do

A domestic EPC includes modelled improvement measures and can show indicative costs, savings and the rating after improvements. It gives owners and occupiers a consistent way to compare likely measures, and it can be especially helpful when you are deciding what to investigate first.

Those figures are generated through a standard assessment method. They are not an installer’s quotation, a design for the property, a guarantee of savings or proof that a measure can be installed without consequences. A useful approach is to treat each item as a question: is it present, is it suitable, what evidence is needed, and what should come before it?

Begin with the building, not the product

Before choosing a measure, establish what is already there. Check the age of the EPC, any alterations since the assessment, signs of damp or defects, ventilation routes, and the type of walls, roof and floor. Insulation, heating and ventilation work together, so a measure that looks simple in isolation may need a wider plan.

This is particularly important for traditional, solid-wall and protected buildings. Their moisture behaviour, detailing and permissions can be different from newer homes. Where work could affect the fabric or character of a building, obtain advice from someone with the right experience before committing to it.

A practical checklist for each recommendation

  • Is the EPC feature record still accurate, or does it contain an assumption?
  • What problem would this measure solve: heat loss, running cost, comfort or compliance?
  • Could it create a ventilation, moisture, access or maintenance issue?
  • Does it require consent from a landlord, freeholder, lender, local authority or conservation officer?
  • What surveys, design work, quotations and warranties are needed before a decision?

Sequence improvements to reduce risk

A whole-home view is often more valuable than pursuing the top item on a list. Addressing repairs and uncontrolled draughts, understanding insulation opportunities and planning ventilation can affect the size and operation of a future heating system. Conversely, changing heating before the fabric and heat demand are understood can limit later options.

The right order is property-specific. A qualified professional can help turn a set of ideas into an achievable sequence that respects the home’s construction, budget and disruption tolerance. Keep copies of surveys, specifications and installation evidence; they can make a future assessment more accurate.

Use evidence to compare options

When comparing proposals, make sure they describe the same scope. Ask what assumptions sit behind the quoted cost, how junctions and ventilation will be handled, who is responsible for making good, and what commissioning or aftercare is included. The lowest price for a named product may not be the lowest cost route to a durable, comfortable outcome.

Government services can help you explore current energy-saving options and support. Eligibility for grants, finance or standards changes over time, so use official sources rather than relying on an old certificate or a general guide.

Know what an EPC cannot decide

An EPC does not inspect every hidden element and does not assess the safety or condition of installed systems. It cannot confirm planning permission, building-control compliance, leasehold consent or suitability for a particular household. It should inform decisions, not make them for you.
